Dr. Bernadette C. Loftus has served as Associate Executive Director, and the executive in charge of the Mid-Atlantic Permanente Medical Group, since it legally affiliated with The Permanente Medical Group (TPMG) in 2008. In this role, Dr. Loftus is responsible for the health care of over 620,000 Kaiser Permanente members in Maryland, Virginia and the District of Columbia. The Mid-Atlantic Permanente Group comprises over 1,300 physicians and staff members, of which approximately 780 were hired since 2009; operates 30 medical centers in the Washington, D.C. Metropolitan Area; and has affiliations with several top hospitals in the region.
A longtime health care executive with a deep understanding of the complexities of managing an integrated health care delivery model, Dr. Loftus uses innovative approaches to improve the value of care provided, driving to award-winning quality and patient satisfaction levels, while improving the affordability of care. In 2014, The National Committee of Quality Assurance (NCQA) ranked Kaiser Permanente of the Mid-Atlantic States the No. 1 health plan in the Maryland, Virginia and the District of Columbia, and it was simultaneously ranked the No. 13 plan in the nation. Additionally, Kaiser Permanente of the Mid-Atlantic States ranked No. 1 in the nation out of nearly 500 commercial health plans for breast cancer screening and four other significant quality measures, according to the 2014 National Committee for Quality Assurance’s (NCQA) Quality Compass® data. For the seventh consecutive year, J.D. Power and Associates ranks Kaiser Permanente of the Mid-Atlantic States highest in member satisfaction in the Mid-Atlantic Region.
Dr. Loftus joined The Permanente Medical Group in 1991. She has held a number of roles in TPMG in her two-decade career, including TPMG Board member and Assistant Secretary of the Board; and Physician-in-Chief of one of Kaiser Permanente’s largest and most successful hospitals in California (Santa Clara Medical Center).
Dr. Loftus is a Commissioner on the State of Maryland’s Health Services Cost Review Commission. She serves as a voting member on the National Committee for Quality Assurance’s Committee on Performance Measurement. She is also on the National Committee on Evidence-Based Benefit Design. Until 2015, she served on the Board of Directors of the American Medical Group Association.
Dr. Loftus is a frequently requested national and international speaker on engendering health care evolution in pursuit of value-based health care, and utilizing successful physician leadership and employee engagement initiatives to drive performance. Her broader health care interests lie in technology-enabled population care management; leadership for rapid performance improvement; and using data and transparency to achieve the Triple Aim.
Board-certified in Otolaryngology/Head and Neck Surgery, Dr. Loftus received her medical degree from Case Western Reserve University School of Medicine, Cleveland (with honors); did preliminary general surgery residency at Albert Einstein Medical Center; and did her Otolaryngology/Head and Neck Surgery residency at Columbia University, where she was also appointed Chief Resident in Head and Neck Surgery.
